Summary of Job Description: Over the past several years CERTs has worked to build its network with local units of government through efforts like Minnesota GreenStep Cities, developing a local government energy efficiency story series, and by promoting financing tools like the Guaranteed Energy Savings Program (GESP), Property Assessed Clean Energy (PACE), and Local Public Buildings Enhanced Energy Efficiency Program (PBEEEP), To continue this work and expand these efforts, CERTs is working with our partners at the Minnesota Department of Commerce-Division of Energy Resources (DER) to spearhead education and outreach to local units of government about both government energy efficiency financing, particularly GESP.. The Local Government Outreach Coordinator will lead CERTs efforts with local units of government, serve as CERTs’ point person on these programs, work as a program specialist supporting CERTs regional coordinators, and interface with DER on this effort.

Primary Responsibilities: The Local Government Outreach Coordinator will work cooperatively with CERTs Staff, including Regional Coordinators, on education of and outreach to local units of government (i.e., cities, counties, townships, school districts) regarding state energy savings programs including GESP and other available energy efficiency and renewable energy financial tools and incentives. Tasks will include but not be limited to:

  • Lead CERTs education and outreach efforts geared toward local units of government and school districts
  • Use and understand Minnesota’s Buildings Benchmarks and Beyond (B3) and other energy benchmarking tools; serve as CERTs go-to lead on assisting others with these tools
  • Research and understand existing and emerging energy financing tools and incentives; serve as CERTs go-to lead on these efforts
  • Develop and work with Partners to design and mobilize education and outreach efforts related to B3, GESP and other energy savings programs
  • Research and provide strategies, information, materials, tracking systems, and technical expertise to support outreach efforts of Regional Organizers, Steering Committee members, CERT members and other campaign partners
  • Deliver presentations and host webinars as necessary to support education and outreach strategies
  • Conduct one-on-one technical assistance forums with local units of governments and school districts as necessary
  • Develop and maintain a tracking and reporting system to record and communicate local government contacts, responses and progress toward project implementation
  • Compile quarterly project reports to document progress on key project goals and tasks
