Bruce Labno, Senior Consultant, Golder Associates Inc: Bruce Labno is a Senior Consultant for Golder Associates Inc. with over 35 years of experience working on environmental, regulatory and energy projects throughout the United States. Mr. Labno has provided project management, regulatory, and permitting assistance and guidance for industries, institutions, and power systems across the United States. His extensive experience includes preparing construction permit applications, Title V permit and NPDES applications; preparing modifications, annual reports; providing expert testimony, reviewing contracts; and preparing environmental assessments, Phase I investigations, and other compliance documents. He has worked on energy projects throughout the United States involving nuclear, coal, oil, natural gas, biomass, biosolids, municipal waste, landfill gas, ethanol production and other renewable resources etc. using boilers, combustion turbines, engines, incinerators, gasifiers and other generation systems and process equipment. Systems analyzed include air pollution control equipment, materials handling, ash management, fuels handling, transmission, and water and wastewater management and transportation systems. Bruce has an M.S., Hydrogeology, University of Minnesota, 1974; and a B.S., Geology, University of Dayton, 1971.

Jeff Haase, Demand Efficiency Program Supervisor, Minnesota Office of Energy Security: Jeff Haase is the Demand Efficiency Supervisor for the Minnesota Office of Energy Security, currently working with utilities in the state to develop policies, tools and procedures for reaching the states 1.5% conservation goal. He has been the Department’s primary HSEM representative for the past 6 years, and in 2006 worked with the National Association of State Energy Officials on the development of the Minnesota Energy Emergency Plan. For the past ten years he has worked in a variety of roles as an engineer and project manager in the Office of Energy Security. He holds a Mechanical Engineering Degree from the University of Minnesota.

Bob Donley, Sales Supervisor, ECONAR GeoSystems, LLC: Bob Donley is the Sales Supervisor at ECONAR Energy Systems, a Minnesota manufacturer of geothermal heat pumps. During his eleven years with ECONAR he has assisted HVAC contractors, engineers and architects in the successful installation of hundreds of geothermal projects. Bob has made numerous presentations explaining the concepts of geothermal technology. These audiences include the Minnesota Living Green Expo, Eco Experience at the Minnesota State Fair, Minnesota realtors and the Wisconsin Geothermal Association. He has been elected to the Board of Directors of the Wisconsin Geothermal Heat Pump Association and the Minnesota Northland Heat Pump Association. His work experience includes a combined 21 years with two large Minnesota gas and electric utilities working on utility rate filings, sales forecasting and operations analysis. Bob graduated from the University of Minnesota with a BA in Economics. He also received a two-year technical degree from Dunwoody Institute in HVAC Design.
