Carbon Management State and Regional Education & Outreach Manager

GPI’s Carbon Management Program is dedicated to fostering deployment of solutions at climate scale for managing carbon emissions from energy, industry and manufacturing, while protecting and creating high-wage, family-sustaining jobs and providing economic and environmental benefits to affected communities. Through our staffing and coordination of the Carbon Capture Coalition at the federal level, the State Carbon Capture Work Group and Regional Deployment Initiative, the Industrial Innovation Initiative, and the Carbon Action Alliance, GPI’s Carbon Management Program is playing a transformative role in building broad industry, labor, and NGO engagement and support for federal and state policies necessary to put our nation on a path to net-zero emissions and achieving midcentury climate goals. Salary range: $70K-$90K, - Benefits include health plan, 401(k) retirement plan, long-term and short-term disability, life, vision, dental, FSA/HSA, paid time off, and a communication stipend.
The Carbon Management State and Regional Education & Outreach Manager (the Manager) will support and coordinate efforts to effectively implement federal policy on the ground in states and regions, serve as the primary point of contact for project partners and stakeholders, as well as needed complementary state policies. The Manager will work across our projects to track state-level regulatory filings and legislation, develop and distribute educational materials, and provide technical support and analyses to state officials and stakeholders.
The Manager will support our ability to respond to rapidly growing requests from companies, media, and public officials requesting detailed information and guidance relating to federal and state statutes and regulations as they seek to take advantage of forthcoming federal policies. This work will build on, and better socialize, the opportunity presented by the development of clean energy hubs across the country, bolstered by recent federal funding.
The Manager will be expected to work both independently and with colleagues on projects. The successful candidate will be able to complete various work elements from conception to completion in a timely manner and follow direction that may be detailed or minimal. The ideal candidate will have the ability to work collaboratively and constructively with project participants from diverse backgrounds, interests and points of view; exercise good judgment in a variety of situations; maintain a realistic balance among multiple priorities; utilize effective methods for time management and prioritization of tasks; and possess the ability to identify and address urgent and important needs in a dynamic, fast-paced environment. Hours may be flexible and are typically Monday through Friday during the business day; some nights and weekends may be required. Some travel will also be required.
Provide support and project management for education and outreach efforts at the state and regional level and collaborate on other work with the Carbon Management Team, including:
· Track and analyze developments in relevant state-level regulatory filings and legislation;
· Develop and execute a detailed implementation strategy for effective advocacy and policy deployment at the state and regional level;
· Draft project-related content, including, blog posts, issue briefs/factsheets, press releases, social media posts, messaging guidance and other materials;
· Research federal and state policies and programs;
· Build trust and strategic partnerships with key communities and stakeholders;
· Recruit, develop and maintain robust relationships with project participants;
· Develop and execute, alongside the Senior Policy Manager and other team staff, a detailed strategy to build out federal, regional and state infrastructure for effective policy development and advocacy, including synergies with other projects in GPI’s Carbon Management Program;
· Participate in weekly Carbon Management staff calls;
· Prepare narrative for grant and contract proposals and reports as appropriate;
· Other programmatic support when needed as directed by the Vice President.
· Prior experience (2+ years) working in public policy;
· Experience with campaign strategy and execution in public policy, political and/or other contexts a plus;
· Excellent research, writing, and verbal communication skills;
· High attention to detail and the ability to work independently;
· Excellent time and deadline management, project management and team relationship skills;
· Knowledge of, or prior experience with climate, energy and/or environmental issues a plus;
· Demonstrated willingness and ability to work collaboratively and effectively with very diverse individuals and institutions, including those with different backgrounds and political perspectives, with which you may personally disagree;
· Commitment to the mission and goals of the Great Plains Institute and its Carbon Management Program.
