Communications Specialist 3 - Data and Web Content Specialist
The Minnesota Public Utilities Commission (PUC) plays a vital role in ensuring that Minnesotans have safe, reliable, and affordable electric, gas and landline telephone utility services by regulation of these three service industries.
$30.55 - $45.02/hour or $63,788 - $94,002/annually
Daytime hours. Telework eligible (up to 3 days/week)
As the digital and web content strategist for the PUC, this person will lead the development, maintenance, and improvement of the Minnesota Public Utilities (PUC) website - a primary communication channel for consumers, regulated industries, businesses, government entities (local, state, and federal), and other key stakeholders.
This position provides expertise in website content creation and management including:
- Writing, editing, and publishing content for the website.
- Identify the need for new content on the website while maintaining, updating, and editing current web content as necessary.
- Monitor best practices on similar websites both in Minnesota and nationwide to ensure messages communicated through the website are relevant, timely, and user-friendly.
The web communication manager provides expertise in design, production, maintenance, and delivery of website communication and information. This position also provides skilled artistic and visual design services through expertise and application knowledge in computer graphics design.
This position will have the opportunity to develop website communication strategy, highlight key messages, branding; integrate social media applications into the design and delivery of website communications; production, editing and online publication of original audio and video content.
Minimum Qualifications
Candidates must clearly demonstrate the following qualifications:
- Three (3) years of professional-level experience developing content for public webpages.
- Proficiency with web design, web maintenance (CMS), user experience/user interface, mockups and wireframes and information architecture.
- Experience with web analytics, SEO and keyword tools.
- Excellent technical writing skills
A degree in Communications or related field will substitute for professional experience, as follows:
Doctorate degree = 2 years of experience
Master's degree = 18 months of experience
Bachelor's degree = 12 months of experience
Associates degree = 6 months of experience
Minimum qualifications to be assessed at interview:
- Excellent interpersonal communications style and human relations skill sufficient to establish and maintain effective collaborative working relationships with staff, other state agencies colleagues, customers, public vendors, elected and appointed officials so that agency timelines, goals and quality standards are met.
- Organizational and time management skills sufficient to effectively manage a robust, deadline-driven, and busy communications environment.
- Demonstrated leadership and critical thinking experience and skill in identifying and developing an agency communications strategic plan, and the ability and responsibility to hold others accountable to the strategy.
Preferred Qualifications
- Experience with Tridion CMS.
- Proficiency with Adobe Creative Suite, specifically Photoshop, Illustrator and UI design software.
- Experience incorporating video and social content into web design.
- Research skills and ability to translate research into engaging content.
- Experience with people working with people of diverse background and marginalized communities.
