Housing Rehabilitation Manager, 2019-HO-004

Monday-Friday, 40 hours/week
Manages the development and operations of all housing rehabilitation loan programs and activities Duties and Responsibilities: •Coordinates and manages staff administering housing loan programs to ensure efficiency, program compliance, and the highest level of customer service •Underwrites all loan files in accordance with Agency and funding source guidelines •Monitors compliance with program goals, project objectives, contract provisions, and local/federal regulations and requirements •Maintains relationships with partners, including local officials, funding sources, homeowners, contractors •Takes a lead role in grantwriting, program development, and process improvement initiatives to ensure programs are meeting all applicable guidelines and are aligned with department goals •Leads in the development of annual rehab budgets and monitors budgets throughout the year •Maintains records and prepares reports •Handles client complaints and grievances •Responsible for staff utilization, selection, training, evaluation, and disciplinary processes •Serves as a member of the Housing Services Management Team •Represents the Agency while attending housing-related meetings, events. and trainings
Qualifications: •Bachelor’s degree in business administration, construction management/related field, or commensurate combination of education and experience •Three (3) years’ experience supervising and coordinating residential or commercial construction projects •Knowledge of construction, housing rehabilitation standards, contract management, and financing •Computer literate •Valid driver’s license; travels service area Needed Attributes: •Superior technical information analyzing skills •Self-starter with team-building, problem-solving, communication, and leadership skills
