Primary Duties: 

The Center for Energy and Environment (CEE) is hiring a Community Energy Planner. We are seeking candidates with strong facilitation, project management, and communication experience to join our team of energy experts, community facilitators, program implementers, and research engineers who work on CEE’s community-based projects. This is a fantastic opportunity to apply your passion for community-based work to strategic and focused energy planning, intended to make a real impact.

We are looking for candidates with strong experience in community planning and facilitation. While energy expertise is not mandatory, some experience with energy, climate, or sustainability planning is preferred. You will need strong project management and communication skills, though with the flexibility to adapt to changing program and community needs. You will be joining a strong team that values creativity, hard work, clear communication, and a passion for having real impact in communities.

Responsibilities:
The Community Energy Planner will lead planning, project management, and strategy implementation for individual communities participating in Xcel Energy’s Partners in Energy service. Partners in Energy works with local governments and other community entities to create energy plans tailored to local communities’ needs, and provides targeted assistance with the implementation of these plans. The Community Planner will oversee a portfolio 3-6 of communities at any given time, with responsibilities that include managing local stakeholder input through a series of planning workshops, coordinating between community and utility points of contact, and supporting community-led implementation strategies. Currently, 15 Minnesota and Wisconsin communities are actively participating in some stage of planning or implementation.

This role requires big picture thinking as well as nimble problem-solving, with strong organizational, written, and communication skills. Successful candidates will have a track record that demonstrates their ability to work independently, to contribute effectively as a team player, and to collaborate with both internal and external stakeholders.

Under the direction of CEE’s Community Energy Program Manager, the Community Energy Planner will perform the following functions :

  • Lead individual community planning processes to develop energy action plans, including workshop facilitation, stakeholder engagement, data analysis, and writing energy plans
  • Coordinate implementation of the energy plans for individual communities, including project management, coordination of utility resources, tracking progress, and developing content for individual community based marketing campaigns as needed
  • Manage project-level tasks and budgets to ensure they are on track and within limits
  • Cultivate relationships with both internal and external stakeholders to uphold/maintain CEE’s strategic position within the project team
  • Use established systems to create work plans, track milestones, and report progress; help develop systems and processes where none currently exist
  • Recognize and uphold established program standards to deliver consistent work products, including attention to branding and communications protocol
Experience: 

Qualifications

This position requires a baccalaureate degree in communications, city planning, design, environmental studies, or related field (or a combination of education/training and/or experience); and requires at least 3 years of experience in community outreach, facilitation, energy services, planning, and/or design. Other requirements include:

  • Excellent writing, oral, and interpersonal communication skills, including comfort with public speaking
  • Strong organizational and problem solving skills
  • Successful experience with process design and facilitation of group decision making
  • Experience leading planning processes with varied stakeholder input
  • Experience with client relationship management
  • Experience working with communities in a planning or project implementation capacity
  • Strong attention to detail and diligent follow-through
  • Strong computer skills, including advanced skills in Word, Excel, and PowerPoint
  • Must have access to reliable transportation, including capacity to independently transport self and necessary supplies to and from off-site appointments as needed

Preferred Qualifications:

  • Experience working with or within local government
  • Experience using data to inform decision making
  • Comfortable working closely with Investor-Owned Utilities
  • Familiarity with energy efficiency, including utility energy efficiency programs
  • Experience with community-based marketing and/or communications
