Facilities Manager, Building Facilities

To provide direction and guidance in dealing with complex planning, project management/organization and direction of work in Building Facilities. This position is responsible for overall facility planning and space planning; administration of capital projects for all County facilities; oversees the maintenance and functions of all building mechanical operations; cleaning of facilities and equipment; and management of staff.

Primary Duties: 

Develops and maintains a close working relationship with senior County staff in order to understand their program objectives and insure that Building Facilities is flexible in meeting ever-changing needs that impact the work environment.
Determines operational needs and trends affecting various County programs and identify emerging space needs and reasonable options to address those needs.
Ensures that County facilities are cost-effectively managed and monitored, ensures that appropriate capital plans/programs are developed, monitored and maintained.
Develops, maintain, assess, revise and administer departmental policies and procedures.
Implements sustainability and building efficiency initiatives (energy efficiency, renewable energy use and other ‘green’ upgrades).
Plans, coordinates, and directs the renovation of existing facilities and the construction of new County-owned facilities.
Conducts general space utilization analyses and prepares county-wide space utilization guidelines and standards. Conducts feasibility studies for potential facility construction and remodeling projects.
Prepares specifications, assess options, and makes recommendations on contractors for specialized services and equipment.
Plans, develops and administers the annual budget and goals for the department and monitors compliance.
Oversees security of buildings and grounds in close consultation and cooperation with the Sheriff’s Office.
Selects, trains, evaluates performance, and disciplines employees.
Attends work regularly and in a timely manner.
Performs others duties as assigned or apparent.

Experience: 

Minimum Qualifications and Desirable Knowledge, Skills and Abilities: Minimum Qualifications
Bachelor’s degree or higher in Construction Management, Facilities Management, Business Administration, Public Administration or related field of study and four years progressively responsible experience in facilities management or a related area; experience must include three years supervising others, completing performance reviews and providing feedback; valid Class “D” Minnesota Driver’s License or ability to obtain within sixty (60) days and must be available 24 hours per day for emergencies.

Preferred Experience Beyond Minimum Qualifications: paid work experience with carpentry, electrical wiring, plumbing, heating and cooling systems; operating environmental equipment, including Energy Management computer automation systems; Valid First Class C Boilers License, Master Plumber License and/or Master Electrician License; experience working with Minnesota Building codes; reading and interpreting blueprints; AutoCAD software; developing and administering budgets; estimating space and planning facility layouts; negotiating and administering contracts with architects, planners, vendors, etc.
