$16.00 - $18.00/hour, dependent upon qualifications and experience.
Primary Duties: 

The Program Assistant is responsible for design review and administrative support for the Noise Mitigation Program of the Center for Energy and Environment. The goal of the Noise Mitigation Program is to reduce the aircraft noise impacts by providing noise reducing modifications to homes around the Minneapolis-St. Paul International Airport. This position provides core support to the participants of the Noise Mitigation Program, CEE staff and to the staff of the Metropolitan Airports Commission (MAC) and Miller Dunwiddie Architecture. This is an administrative level position that reports to the NMP Project Manager. This is a full time position that provides a wide range of benefits including Paid Time Off (PTO), medical, dental, life and long term disability insurance and a retirement plan.


Design Review (75%)

  • Schedule and perform homeowner design reviews. The design review is a sit down meeting at the MAC offices with a homeowner and providing them an opportunity to review the proposed sound mitigation modifications designed by the program contractors.
  • Work with program contractors/homeowners to answer any design questions the homeowner has prior to homeowner signing the work agreement.
  • Once signed, scan and archive both the work agreement and scope of work.
  • Perform homeowner and contractor communications in a positive and accurate manner.
  • Understand and become proficient in the Sound Manager database software.
  • Attend semi-monthly off-site program meetings with MAC and subcontractors.
  • Attend evening orientations with homeowners interested in participating in the program (6-8 orientations estimated annually).
  • Work with MAC staff to reserve space for design reviews.
  • Other duties as assigned.

Program Support (25%)

  • Scan and electronically file completed homeowner folders once construction is complete and file is closed.
  • Send out post modification surveys and respond to any homeowner inquiries received through survey responses.
  • Prepare post modification survey results report for MAC and subcontractors.
  • Overall program and office administrative support as needed.

Qualifications/Job Requirements:

  • 3 years’ experience in program assistance/administration, required.
  • Basic residential program and/or construction knowledge a plus.
  • Experience working with the public in a customer service capacity.
  • Must demonstrate excellent time-management and organizational skills, and the ability to meet deadlines.
  • Must have basic computer and keyboard competency and show proficiency in Microsoft Office Word and Excel.
  • An orientation toward teamwork.
  • Primary working hours are during CEE’s business hours but evening and weekend may be required.
  • Must have access to reliable transportation, including capacity to independently transport self and necessary supplies to and from off-site design reviews as needed. Design reviews will be held at the MAC offices (location: Hwy 62 and 28th Avenue, Minneapolis) two to three times a week.
