Job Summary
This vacancy is being posted at 2 job classes: PURA 3 and PURA 4. Final job class will be determined based on successful applicant's qualifications.
Hybrid work environment with potential for significant telework.
The main function of the Energy Regulation and Planning Unit of the Minnesota Department of Commerce is to intervene, on behalf of public interest, in matters before the Minnesota Public Utilities Commission relating to natural gas and electric utility rates, supply adequacy, and services. This position will conduct analyses, prepare reports, and defend the Department’s position on cost recovery methods/policies, energy conservation, resource planning, service policies, renewable energy, distributed generation, regional/federal activities, and other issues under the direction of a lead worker, case coordinator, or Management.

Minimum Qualifications
Public Utilities Rates Analyst 3 Minimum Qualifications:
Bachelor's Degree in Economics, Statistics, Business, Public Affairs, or related field AND 3 years relevant work experience in finance, accounting, economic analysis, utility rate design/analysis, or energy regulation.
OR
Advanced Degree in Economics, Statistics, Business, Public Affairs, or related field AND 2 relevant work experience in finance, accounting, economic analysis, utility rate design/analysis or energy regulation.
OR
An equivalent combination of education and/or relevant work experience in finance, accounting, economic analysis, utility rate design/analysis or energy regulation.
Applicants who meet the above education/experience requirements will be further evaluated based on the following:
- Experience writing formal reports for external distribution
- Ability to effectively communicate
- Proficiency with Microsoft Outlook, Word, and Excel
Public Utilities Rates Analyst 4 Minimum Qualifications:
Bachelor's Degree in Economics, Statistics, Business, Public Affairs, or related field AND 4 years relevant work experience in finance, accounting, economic analysis, utility rate design/analysis or energy regulation.
OR
Advanced Degree in Economics, Statistics, Business, Public Affairs, or related field AND 3 relevant work experience in finance, accounting, economic analysis, utility rate design/analysis or energy regulation.
OR
An equivalent combination of education and/or relevant work experience in finance, accounting, economic analysis, utility rate design/analysis or energy regulation.
Applicants who meet the above education/experience requirements will be further evaluated based on the following:

Preferred Qualifications
Masters Degree in Economics, Statistics, Business, Public Affairs or related area AND 2 years of professional experience investigating energy utility rate proposals, including sales forecasting, in Minnesota and testifying before an Administrative Law Judge or Commission.
Experience in the regulated natural gas or electric utility industry.
