Primary Duties

Senior Manager of Market Transformation Evaluation

The Senior Manager of Market Transformation Evaluation is broadly responsible for setting and executing the strategy to evaluate the success of the Minnesota Market Transformation (MT) Program. This includes defining the methods to evaluate energy savings and other success metrics for each MT initiative and working with regulators and other stakeholders to get buy-in and approval for those methods. The position will work to adapt best-practices in MT evaluation to the Minnesota regulatory, market and program context. Ultimately, the evaluation approach developed by the position would be used to claim energy savings for individual participating utilities and contribute towards meeting aggressive energy efficiency and electrification goals. This is a newly created position at CEE, and the successful candidate will be a key leader involved in setting overall program strategy and direction as a member of a six-member MT management team. The position requires experience in overseeing staff and subcontractors, and significant evaluation knowledge and experience as it applies to utility-run efficiency programs, including energy efficiency regulatory policy, cost-effectiveness methods, and best practices in evaluation of efficiency programs. The successful candidate will possess this experience, plus a desire to play a key role in the formation of a new and important endeavor, alongside a team of seasoned innovators and change-leaders.

Market Transformation Team:

CEE is launching a statewide Market Transformation Program in 2023, with committed and growing funding from the State of Minnesota and its utilities. The purpose of this program is to accelerate the development and adoption of emerging energy efficiency technologies, bringing efficiency and electrification technologies and practices more rapidly to scale. With about half our positions filled by internal staff, we are building and expanding this dream team of talent to launch and grow our Market Transformation Program into a major new source of energy and carbon reductions in the state.

Responsibilities:

  • Manage the Evaluation team, which will initially consist of indirect reports and subcontractors.
  • Develop and execute evaluation strategy and methods for market transformation (MT) efforts.
  • Manage the process for evaluating and counting energy savings for MT initiatives.
  • Work closely with other members of the MT leadership team to turn evaluation insights into actionable improvements in program strategy and execution.
  • Work closely with the market research and data analytics team to develop data collection strategy.
  • Organize, facilitate, and oversee the Evaluation Advisory Committee.
  • Work with regulators and other key stakeholders to solicit feedback and gain buy-in for MT evaluation efforts.
  • Produce key contract deliverables including an Energy Savings and Market Progress Evaluation Plan for each MT initiative, and annual reports for active initiatives.
  • Collaborate with partner organizations and other internal staff and help set overall strategy and direction for MT program efforts.
  • Present project findings at applicable events and conferences.
Experience

Qualifications/Job Requirements:

  • Minimum of five years' work experience in either energy efficiency programs or program evaluation, with minimum three years' experience in program evaluation.
  • Some knowledge and experience with energy efficiency evaluation and understanding of critical regulatory concepts like cost-effectiveness, net present value, discount rates, etc.
  • Some experience with client or stakeholder management.
  • 3+ years of employee management experience required; can be indirect project-related management.
  • Demonstrated experience with complex project management.
  • Higher education or advanced degree in related field is a plus; but equivalent combination of related experience and education will be considered.
  • Ability to navigate ambiguity and employ adaptive management techniques. 
  • Strong written and verbal communications skills, including public speaking and technical writing.
  • Demonstrated experience with team leadership preferred.
  • Ability to understand and communicate technical subject matter.
  • Strong analytical skills and demonstrated ability to apply results and inform strategy development.
  • Proven ability to develop and understand budgets and contract terminology.
  • An orientation toward teamwork and collaboration.
