Primary Duties

MnCIFA is hiring! MnCIFA is a mission-driven clean energy financing authority focused on impact investing with the paramount goal to provide green financing for the State of Minnesota. We are a new State Agency with the vibe of an entrepreneurial start-up.


We offer a hybrid work environment with three (3) days per week in office and two (2) days of telework. Telework can be outside of the state of Minnesota if the candidate lives in a state bordering Minnesota and lives 50 miles or less from the primary work location. Primary work location will be the Golden Rule Building in downtown St. Paul.
 

As Chief Financial Officer, you will oversee MnCIFA's financial operations including audits, projections, and budgeting. Because MnCIFA is a newly established state agency, this position will be establishing new systems and defining success. The fact that MnCIFA is a financing authority means that the Chief Financial Officer's work is especially critical to ensuring it fulfills its purpose. Duties include:

  • Serve as a member of the executive team and support the Executive Director by engaging in enterprise decision-making processes to support the overall mission, as well as by providing critical financial information to support and inform fiscal and human resource management decisions and risk management strategies.
  • Develop, implement, and oversee internal controls and financial systems.
  • Oversee all aspects of the annual audit process, budgeting and cash flow, and tax filings.
  • Work with the philanthropic community, the Legislature, public and private funders, and others to increase MnCIFA's capitalization, thus increasing the financial capital stock available for MnCIFA to deploy.
  • Develop a risk management framework.
  • Supervise staff. Exercise supervisory authority so that applicable labor agreements and plans are equitably administered and employees effectively perform assigned job duties to achieve the annual objectives.
Experience

Minimum Qualifications:

Four (4) years of strategic, high-level management and leadership experience that includes:
• Experience in finance and accounting, risk management, compliance, cash management, and auditing.
• Demonstrated supervisory or leadership experience, organizational and interpersonal skills to direct, develop and engage staff.
Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI) or comparable leadership program.
A Bachelor's degree in Business Administration, Accounting, Economics or Finance can substitute for one (1) year of experience.
An Advanced degree in Business Administration, Accounting, Economics, or Finance can substitute for eighteen (18) months of experience.
Applicants who meet the above education/experience requirements will be further evaluated based on the following:
• Experience with budgeting, contracting and grants management, and relevant legislative processes.
• Experience in data analysis, financial planning, and forecasting sufficient to project budget issues before they arise.
• Finance experience in State, Tribal, Federal, or local government, or relevant private sector setting.
• Written skills including drafting policies and procedures.
• Interpersonal and communication skills to establish working relationships with diverse clientele.

 

Preferred Qualifications:

  • Formal supervisory or management experience of professional staff: performing duties such as staff development, setting goals or priorities, employee onboarding/training, performance reviews.
  • Knowledge of procedures and operations of state government sufficient to understand and administer applicable laws, regulations, and state policies.
  • Familiarity or experience with clean energy project finance and other financing-related structuring and documentation.
  • Experience or demonstrated interest in environmental sustainability, environmental justice, climate action, and/or economic development.
