Primary Duties

Duties and Responsibilities:

  • Complete desk reviews of audit files submitted by energy auditors 
    • Complete on-site inspections of pre-weatherization, mechanical, and weatherization work orders 
    • Complete administrative inspections of  WAPLink (WL) (or current energy modeling software being used) and Laserfiche on assigned files; and complete jobs (field and administrative) as outlined in the DOE QCI Job Task Analysis so that audit files can be submitted to the Department of Commerce in a timely and accurate manner. 
  • Learn and enforce State Weatherization Assistance Program (WAP) Policy Manual and Policy Addendum rules and guidelines to ensure crews, contractors and all other CAPRW field staff abide by policies and procedures, funding source requirements, and all protocol and requirements of the Department of Energy (DOE), Department of Commerce Weatherization Assistance Program (WAP) and the Energy Assistance Program (EAP) (as applicable). 
  • Perform all aspects of Quality Control Inspecting, including; 
    • On-site mechanical and weatherization field inspections; identifying missed opportunities and reworks
    •  WL energy model verifications and entry 
    • Work order accuracy review/assessment, and reviewing/updating statuses, notes, and documents in a timely manner in both WL energy audit software and Laserfiche workflow software/database. 
    • Working with auditors, contractors, weatherization crews, and clients to ensure efficient and successful project completion. 

Desk/Audit Review: 

  • Utilize  WAPLink (WL) (or equivalent energy modeling software being used by WAP) to review, provide feedback on, and approve energy audit write up files submitted by Energy Auditors: 
    • Review and ensure the accuracy and completeness of the WL energy model and all associated WL  Inspection statuses/dates, diagnostic data entry/notations, and Setup/Supply libraries. 
    • Review work order measures and measure types for accuracy to ensure they are allowable and following current WAP policy guidance. 
    • Review and ensure the accuracy and completeness of all documentation in LaserFiche (LF) for the respective file being reviewed/inspected. 
    • Complete all aspects of Quality Control Inspecting, WL energy model verifications and entry, work order accuracy review/assessment, and reviewing/updating statuses, notes, and documents in a timely manner in both WL energy audit software, the Nexus, and Laserfiche workflow software/database. 

Field Inspections: 

  • Utilize knowledge of I Federal Standard Work Specifications (SWS), MN WAP Policy guidelines, BPI HEP Quality Control Inspector certification, BPI 1200 Standard (or most current) and applicable Local and State Building Codes to perform on-site mechanical and weatherization field inspections: 
    • Prepare for inspections by reviewing the Pre-Weatherization work order (if applicable), Mechanical work order, Weatherization work order, and all other pertinent inspection information. 
    • Inspect and analyze building envelope, HVAC equipment, electrical, plumbing, air sealing and insulation upgrades, and all other aspects of building characteristics to verify compliance and accuracy of the scope of work on assigned projects. 
    • Perform a wide variety of testing and diagnostics at inspections as outlined in the BPI 1200 standard, Blower Door and House Pressures form, Mechanical testing form. Perform additional testing using infrared camera, TruFlow and efficiency tests for the purposes of detecting potential health and safety issues, verifying accuracy of performed work, and identifying any potential missed energy conservation or other weatherization opportunities. 
    • Provide education to program participants about their energy usage to empower them to reduce their expenses and make choices that positively impact their energy bills. Ensure clients understand how to properly operate and maintain CAPRW-installed equipment (bath fans, thermostats, furnace filters, etc.). 
    • Issue Mechanical Contractor and Weatherization Crew Reworks in a timely manner and with appropriate due dates. Handle any Rework follow-up questions or communications promptly, and proactively monitor all open reworks to ensure satisfactory completion. 
    • Notify Auditors in a timely manner when Change Orders are needed, ensuring that these are issued within 2 - 3 business days from the request. Proactively monitor all open Change orders and Reworks to ensure satisfactory completion. 
    • Complete WL  data entry for all QCI diagnostics and combustion testing, work order notes, and ASHRAE information in a timely manner. 
    • Complete inspection writeup in a timely manner by ensuring all WL energy model data (including QCI diagnostic and combustion data), Work Orders (complete scope of work with inspection statuses/dates), and required Client Documentation (per MN WAP Policy) are complete, accurate, and accounted for in the appropriate locations. 

General/Administrative: 

  • Move projects/jobs through the Laserfiche workflow software in an efficient and timely manner as required based on actual job/project progress and status changes. Ensure WL, Nexus, and Laserfiche statuses and notes are updated as soon as possible after work is completed and/or inspections are performed, so that department reporting is accurate and downstream operations are notified to perform their work (target within 4 business hours). 
  • Review and verify the accuracy of WL , Laserfiche, Nexus and the crew workbook in completed files. 
  • Review and ensure the existence, accuracy, and completeness of all required pre-weatherization, mechanical, weatherization, and QCI paperwork for assigned jobs, as defined in the Policy Manual and Quality Assurance (QA) Inspection Form. 
  • Assist with smooth and orderly administration of the program with timeliness of completing paperwork, maintaining client files, data entry, and phone calls. 
  • Attend agency meetings, training sessions, conferences and other departmental functions as requested
  • Perform other duties as assigned, including but not limited to DOE energy audits and all job duties/responsibilities as outlined in the EAI and EAII job descriptions, as necessary to meet the production needs of the Energy Conservation department. 
Experience

Education and Experience:

  • Four or more years of post-secondary education or training in weatherization-related or energy auditing related- fields are are required, or four years of work experience in roles such as  residential energy auditing, quality assurance, project management/coordination, building retrofits, and energy modeling or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. 
  • Bachelor’s degree in energy audit related or weatherization-related or similar field preferred. 
  • Current Building Performance Institute (BPI) certification as a Home Energy Professional-Energy Auditor (HEP-EA) and BPI certified as a Quality Control Inspector (QCI) required; or the ability to achieve these credentials within 6 months of hire. Preference will be given to candidates that already have their BPI QCI credentials.
  • Experience in DOE residential energy audits and inspections is highly desirable. 
  • Experience with energy modeling software preferred.
  • May be required to support client-required activities in the evening or weekend upon request.
  • Experience working with varied socio-economic multiethnic individuals and/or groups, as well as residential  retrofits/construction, HVAC, plumbing and heating, and other contractors/ trade personnel is highly desirable.
  • Computer proficiency, including familiarity with Microsoft Office products (Access, Word, Excel, Outlook) is highly desirable. 
  • Bilingual capabilities are preferred but not required. 

Abilities and Skills: In order to be successful in this position, the person will at minimum need to possess the following abilities and skills:

  • Must be able to fulfill departmental goals and objectives using initiative, self-motivation, organizational skills, and sound judgment. 
  • Knowledge of residential home construction, and how energy conservation and building science principles apply. 
  • Ability to increase productivity during peak seasons of weatherization, client energy repair/replacement crises, and DOE or EAPWx grant closeout periods, or utility contract closeouts. 
  • Ability to coordinate, monitor, and manage multiple projects simultaneously, requiring attention to detail and the ability to prioritize and execute effectively. 
  • Knowledge of when and how to move issues up the chain-of-command and prompt bi-lateral communication of worksite needs. 
  • Strong math, time management, and computer skills. 
  • Good oral and written communication skills. 
  • Must be able to work effectively as a team member in a fast paced, cross functional environment. 
  • Must be able to relate to and communicate effectively with varied socio-economic multiethnic individuals and/or groups, as well as residential retrofits/construction, HVAC, plumbing and heating, and other contractors  or construction trade personnel. 
  • To ensure compliance with program requirements, and safety of staff and clients, the ability to communicate effectively in English, both verbally and in writing is required.
