Planting clean energy seeds

Summer is ending, the first leaves are turning, and the growing season is almost over – at least for a lot of our Minnesota flora. In the clean energy space, however, it’s time to plant seeds.

Seeds are funny things: small but mighty, bits of almost-life filled with possibility just waiting for their chance to send out those hopeful, exploratory little tendrils of root and stem. You don’t really know what’s going to happen when you plant a seed – the perfect conditions might lead it to flourish, or maybe it will need your tender loving care before it grows strong, or maybe the cat in your family will come along and pluck every single seedling, just for fun (busted, Miss Emmy!), and then you have to start over with more seeds. But the thing is, if you want the plants, you have to plant the seeds.

Since 2006, CERTs has awarded $1.98 million in seed grants for community-based clean energy projects across the state. Minnesota’s communities are skilled at accomplishing a lot with a small grant, so these projects can have an outsized impact. Partnerships, staff and volunteer time, and CERTs’ technical support are often part of implementation, nurturing the growth of these initiatives.

As you think about what kind of seeds you want to plant – remember, CERTs Seed Grant applications are due October 1 – you can enjoy some stories of impactful past projects by Minnesota communities.

CERTs has awarded several seed grants to the Leech Lake Band of Ojibwe, including for a solar master plan, a Tribal sustainability plan, and an electric vehicle transition project. These projects were foundational for efforts LLBO has undertaken since then, most notably by facilitating expansion of solar for the reservation. LLBO has been recognized nationally for its ground-breaking clean energy efforts.

A seed grant awarded to Ecolibrium3 funded the development of the Duluth Citizens’ Climate Action Plan. This initial plan — together with amazing work by community members and city and Ecolibrium3 staff — has resulted in an ever-expanding inventory of climate-smart projects in Duluth. According to Ecolibrium3, “since the Duluth CCAP launched in November 2020, the City of Duluth has passed a climate emergency resolution (April 2021), used the Duluth CCAP as a guiding document for developing the first City of Duluth Climate Action Work Plan (February 2022), and committed to achieving carbon neutrality by 2050 community wide (March 2022).”

Community Grassroots Solutions has received two CERTs Seed Grants supporting engagement of St. Cloud’s East African immigrant and refugee community around clean energy. The seed grants were the organization’s on-ramp to clean energy work: CGS has now helped community members improve energy efficiency in their homes (with Home Energy Squad), helped East African businesses understand rebates and efficiency opportunities (with CERTs and the Minnesota Technical Assistance Program), and recruited community members for energy auditor trainings (with Center for Energy and Environment) in a step toward diversifying the clean energy workforce to better serve communities in Greater Minnesota.

CERTs was an early supporter of efforts by Minnesota Renewable NOW to launch the Solstar Rooftop Solar project to improve access to solar in North Minneapolis. This initiative has now widened into EmPower North Youth, as well as a partnership with Cooperative Energy Futures to sign people up for community solar gardens to reduce their electricity bills. It has also spurred additional partnerships with CERTs to improve home energy efficiency.

In 2020, a seed grant funded Care and Share of Crookston — a homeless shelter, soup kitchen, and food shelf — to upgrade their building to improve energy efficiency, safety, and comfort. Through this project, CERTs itself learned about the needs of the facilities and the shoppers they serve, and then built out our food shelf programming. Since then, we have partnered with dozens of food shelves, providing on-site support like energy assessments and grant information for their facilities, as well as educational resources, program information, and conservation kits for their shoppers.
