Program Specialist, Weatherization Program
SEMCAC is a community action organization serving southeastern Minnesota through programs that support individuals, families, and communities. This position is part of SEMCAC’s Energy and Housing Services team and supports the Weatherization Assistance Program, which helps eligible households receive home energy improvements that can lower energy use, improve comfort, and support safer housing.
$19.70 to $21.92 per hour
Full-time, non-exempt, in person
The Program Specialist supports SEMCAC’s Weatherization Assistance Program by coordinating services, managing client information, and helping ensure weatherization services are delivered in a timely and fair way across the service area.
The position assigns, plans, and schedules work for Housing Rehabilitation Specialists, determines and prioritizes eligible households based on program requirements, maintains client files and documentation, verifies homeownership or obtains landlord approval for rental properties, communicates with clients about project status, responds to client questions and referrals, tracks program referrals and survey data, and helps ensure compliance with Weatherization Program guidelines.
The role also includes ordering supplies, managing mileage logs, maintaining accurate records, using Microsoft Office and database systems, and supporting the day-to-day coordination needed to move weatherization projects forward.
Applicants need a certificate from a college or technical school, 3 to 6 months of related experience or training, or an equivalent combination of education and experience. The position requires strong organization, multitasking, communication, customer service, recordkeeping, problem-solving, and critical thinking skills. Applicants should also be comfortable interpreting program guidelines and using Microsoft Office and database systems.
