Dakota County Community Development Agency supports housing, weatherization, homeownership, and community development work in Dakota County. The Community and Economic Development department works with private and nonprofit affordable housing developers, supports Dakota County cities and townships, and helps with programs that promote economic development, improve housing, redevelop blighted areas, and strengthen local services. The department also assists homebuyers and homeowners through home improvement loans, weatherization grants, homebuyer education, pre-purchase counseling, and foreclosure prevention.

$22.46 to $28.08 per hour, depending on qualifications

Hours

Monday through Friday, with a flexible start time between 7:00 AM and 9:00 AM. The position may work up to two days remote after completion of probation.

Primary Duties

The Program Support Assistant provides administrative and program support for Dakota County CDA’s Weatherization and Homeownership programs. For the Weatherization Program, this position answers general program questions by phone and email, maintains applicant waiting lists, updates client and contractor databases, prepares new client files, screens clients for eligibility, verifies utility usage information, reviews property records, and helps prepare homes for the initial energy audit process.

The position also manages audit and inspection schedules, contacts homeowners and contractors to set up appointments, communicates with Weatherization staff, processes utility rebate documentation, tracks leveraged funding sources, processes contractor payments, and submits rebate information to utility companies. The role also supports Homeownership programs by answering program questions, sending intake forms, gathering client documents, and following up before counseling appointments.

Additional duties include data entry, document imaging, preparing correspondence, maintaining paper and electronic files, helping with audits, coordinating mailings, supporting records retention, cross-training with other department program support duties, and serving as a professional representative of the CDA when working with clients, contractors, vendors, and staff.

Experience

Minimum qualifications are two years of related education and/or administrative experience supporting public service programs. Applicants should have knowledge of office procedures, Microsoft 360, especially Outlook, Word, and Excel, data privacy rules, and general office equipment.

The position also requires the ability to work with diverse clients, communicate clearly by phone, email, and in writing, stay organized, handle several tasks at once, work independently, meet deadlines, and handle difficult calls or situations professionally. The selected applicant must be able to obtain Building Science Principles certification within 90 days and HUD Housing Counseling certification within 180 days. Some automobile travel may be required.
