About the Division of Energy Resources

We advocate on behalf of the public interest in regulated-utility matters; conduct environmental review of proposed energy facilities; oversee utility energy conservation programs; and administer the federal Weatherization Assistance Program and Low Income Home Energy Assistance Program.

Primary Duties

Job Summary

Hybrid work environment with potential for significant telework.

This position provides advanced-level, in-depth research and analysis for the Weatherization Assistance Program (WAP) including analyzing state and local service systems, making recommendations to management regarding the effectiveness of those systems and long-range recommendations for improvements. This analysis includes developing, implementing, and maintaining advanced statistical metrics to monitor overall program and local service provider performance and to enhance leveraging efforts. The position requires the responsibility to address and analyze broad and situational issues.

  • Initiate, develop, and manage research and analysis to ensure program and subgrantee effectiveness and compliance with federal and state policies and procedures.
  • Develop, implement, and manage subgrantee risk assessment and organizational capacity assessment methodologies.
  • Represent Minnesota's WAP in state and national Weatherization Assistance Program improvement efforts.
  • Advance the development of training and technical assistance methodology; develop and facilitate training and technical assistance sessions with relevant stakeholders.
Experience

Qualifications

Minimum Qualifications

Bachelor's degree in public policy, social sciences, data analysis, or related field AND three (3) years professional experience conducting data planning, collection, analysis, and reporting.

OR

Equivalent combination of education and experience as outlined above.

  • Ability to identify and evaluate information/data, conceptualize alternative solutions to complex policy issues, and convey complex information to diverse audiences.
  • Variety of experiences working effectively with others from different background and cultures.

Preferred Qualifications

  • Master's degree in public policy, social sciences, data analysis or related field.
  • Experience working in public programs or energy programs.
  • Experience creating data visualizations using Tableau or other.

Requires occasional moving of articles such as boxes and laptop computer,.
