The Lower Sioux Indian Community (LSIC) Building Energy Efficiency Project manager will develop relationships and fosters community-based energy efficiency. The position reports to the LSIC Office of the Environment Director.

The Building Energy Efficiency Project manager connects individuals, commercial entities and government staff with the resources they need to identify and implement energy efficiency projects for the buildings within the Community.

Primary Duties

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Carry out the 5-year workplan activities of the Lower Sioux Climate Pollution Reduction Grant (CPRG) to improve the energy efficiency of buildings within LSIC as the Community strives to reduce greenhouse gas (GHG) emissions.

Serve as a technical resource for LSIC staff and community members on energy efficiency of buildings.  The activities include conducting energy audits of buildings (residential/commercial/government), pre-weatherization and weatherization work on residences for energy efficiency. Work with other staff to identify a strategy for identifying buildings with the greatest need.

Develop building guidelines for energy efficiency that are applicable to Lower Sioux housing including recommendations for green energy buildings.

Collaborate with other LSIC staff and partners in developing, adapting, and implementing energy efficiency measures that reduce the operational energy use of the residential, commercial and government buildings within the Community. Conduct the weatherization work using innovative products such as Hemp-based insulation.

Assist in the development of partnerships and tools to effectively communicate energy efficiency opportunities to the Community.

Conduct activities to identify community priorities and preferences, develop partnerships with LSIC staff and outside entities, and convene meetings.

Coordinate the work for residential dual-use fuel heat pumps with the installation of residential solar-powered heat pumps.

Identify opportunities for storytelling to facilitate replication of innovative and successful models.

SUPERVISORY RESPONSIBILITIES

Supervisory responsibilities will vary based on tasks and staff required.

Qualifications

Education and/or Experience

Demonstrated knowledge and networking capacity in building construction, energy efficiency and community development.

Combination of 6 years of education and experience, including at least 2 years in a related field, which includes but is not limited to building construction, community engagement, building science and/or residential energy auditing processes (Building performance Institute credentials a plus), applied research, education, and energy efficiency implementation.

Language Skills

Ability to read, analyze, and interpret technical procedures, professional journals, or governmental regulations. Ability to write reports, correspondence and procedure documents. Ability to effectively present information and respond to questions.

Mathematical Skills

Ability to apply basic mathematical concepts.

Reasoning Ability

Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

Computer Technology Skills

Must have the ability to use computer technology and various software programs, especially Microsoft Office programs (with proficiency in Word and Excel), Internet and email programs.

Certificates, Licenses, Registrations

Valid Driver’s License and Clean Driving Record. Must be insurable under the Tribe’s auto insurance.

Building Performance Institute or equivalent energy auditing certification; work experience with utilities; and/or experience with state and federal energy funding programs. If no energy auditing certification, employee must agree to work towards the certification within one-year timeframe.

Physical Demands

While performing the duties of this job, the employee is regularly required to stand, reach with hands and arms, walk, and sit. The employee must frequently lift and/or move up to 40 lbs. Specific vision abilities required by this job include close vision, depth perception, and ability to adjust focus. While performing the duties of this job the employee will be required to work a portion of the time in an office setting and a portion of the time in buildings including buildings’ attics, basements and crawl spaces.

Demonstrated experience in facilitating, organizing, and leading groups through decision making and planning processes.

Ability to work independently and be assertive in fostering relationships with community members.

Experience working with Native nations

Preference given to qualified individuals under the Indian Preference Act.
