Community Benefits Agreements (CBAs) are an increasingly important tool for ensuring that clean energy development delivers meaningful, equitable benefits to host communities. This 75-minute webinar will provide a practical introduction to CBAs, focusing on how they can be applied in Minnesota. 

Participants will gain a clear understanding of what CBAs are, why they are used, and the different ways they can be structured—including procedural and prescriptive approaches. The session will also explore how CBAs can help fill gaps in existing permitting processes by addressing community priorities that may not otherwise be captured in standard project agreements.  

Panelists will discuss how CBAs can create tangible local benefits, the importance of incorporating distributional equity so benefits are shared fairly, and how developers, local governments, and regulators can work together effectively. The conversation will also touch on how other states are integrating CBAs into permitting frameworks and what lessons may be relevant for Minnesota.
