Job Summary
Hybrid work schedule available, up to 50% telework depending on business needs. Telework can be outside of the state of Minnesota if the candidate lives in a state bordering Minnesota and lives 50 miles or less from the primary work location. Primary work location will be the Golden Rule Building in St. Paul.

This posting will be used to fill up to two (2) vacancies within the unit. The positions are being posted at two (2) class levels: Public Utilities Rates Analyst 3 (PURA 3) and Public Utilities Rates Analyst 4 (PURA 4). Final job class will be determined based on successful applicant's qualifications.
The Energy Infrastructure and Reliability Analysts serve Minnesotans by evaluating major energy infrastructure proposals and technical regulatory filings to develop Minnesota Department of Commerce positions before the Minnesota Public Utilities Commission. The position will work closely with other analysts in a collaborative team setting and will also work directly with the public and eternal stakeholders. Responsibilities include:
- Analyzing and developing recommendations for energy infrastructure and related certificate of need dockets;
- Evaluating and developing recommendations for environmental review documents;
- Assessing compliance with applicable statutes, rules, and Commission orders and developing clear, well-supported recommendations;
- Presenting technical findings and advocating for Department positions in public meetings and work groups;
- Advocating for Minnesota’s public interest at regional and national energy organizations.
Qualifications
Minimum Qualifications
At the PURA3 Level:
Three (3) years of experience performing analysis, exercising judgment, and relying on knowledge in: permitting, land-use planning, environmental compliance, or related regulatory and compliance fields.
A Bachelor's degree in Engineering, Pre-Law, Environmental Science, Planning, Public Policy, or related field is equivalent to one (1) year of experience.
Applicants who meet the above education/experience requirement will be further evaluated based on the following:
- Experience writing regulatory and compliance reports (i.e. environmental assessments, environmental impact statements, findings of fact, or administrative enforcement determinations).
- Experience analyzing projects for compliance with applicable rules, statutes, and regulations.
- Written and oral communication skills sufficient to write and present findings and recommendations to internal and external stakeholders.
- Experience developing and maintaining relationships with internal and external stakeholders.
At the PURA4 Level:
Four (4) years of experience performing analysis, exercising judgment, and relying on knowledge in: permitting, land-use planning, environmental compliance, or related regulatory and compliance fields.
A Bachelor's degree in Engineering, Pre-Law, Environmental Science, Planning, Public Policy, or related field is equivalent to one (1) year of experience.
Applicants who meet the above education/experience requirement will be further evaluated based on the following:
- Experience writing regulatory and compliance reports (i.e. environmental assessments, environmental impact statements, findings of fact, or administrative enforcement determinations).
- Experience analyzing projects for compliance with applicable rules, statutes, and regulations.
- Written and oral communication skills sufficient to write and present findings and recommendations to internal and external stakeholders.
- Experience developing and maintaining relationships with internal and external stakeholders.
Preferred Qualifications
- Advanced degree in Law, Planning, Public Policy, or Energy-Related Fields.
- Experience planning, permitting, or regulating large-scale energy infrastructure or major development projects.
- Experience advocating to decision making bodies, such as the Minnesota Public Utilities Commission, Legislative Committees, or County Boards.
- Experience with GIS and spatial analysis.
- Experience working within state energy regulatory processes.
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
