- Public Utilities Financial Analyst 3Salary Range: $33.48 - $49.66 / hourly; $69,906 - $103,690 / annually

Job Summary
The Public Utilities Commission will be filling one (1) vacancy at either the Financial Analyst 2 or Financial Analyst 3 classification level based on the education and experience of the successful candidate. This position provides financial, accounting and other technical analysis and interpretation of complex gas and electric utility regulatory matters and other energy-related issues for the Minnesota Public Utilities Commission.
Job Duties:
- To provide technical assistance to the Commission on complex financial, accounting and other issues as assigned in utility rate cases.
- To evaluate and analyze complex miscellaneous rate, tariff, and service filings by utilities.
- To carry out miscellaneous technical projects relating to energy policy and/or rate regulation, as assigned by the financial analysis unit supervisor.
Please Note:
This career opportunity is based at the PUC offices in St. Paul, MN and is not available for full-time remote work. Candidates must be available to appear for briefings and hearings in St. Paul, MN. This position will be required to work onsite or in-person for at least 50% of scheduled workdays each month (including travel and off-site meetings).

Minimum Qualifications
Minimum qualifications for Financial Analyst 2:
Two (2) years of relevant work experience in accounting, finance or economics performing analysis, exercising judgment, and applied knowledge in auditing, corporate accounting or utility regulation.
Applicants who meet the education/experience requirement will be further evaluated on the following:
- Strong knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.
- Strong written and oral communications skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.
Minimum qualifications for Financial Analyst 3:
Three (3) years of relevant work experience in accounting, finance or economics performing analysis, exercising judgment, and applied knowledge in auditing, corporate accounting or utility regulation.
Applicants who meet the education/experience requirement will be further evaluated on the following:
- Strong knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.
- Strong written and oral communications skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.
*Master’s degree in Accounting, Economics, Business or a closely related field may substitute for 18 months of experience.
*Bachelor’s degree in the above areas may substitute for one year of experience.
Preferred Qualifications
- Five (5) years of relevant work experience in accounting, finance or economics performing analysis, exercising judgment, and applied knowledge in auditing, corporate accounting or utility regulation.
- Strong knowledge of regulatory policies and procedures in Minnesota and/or other state and federal jurisdictions
- In depth understanding of the electric, natural gas, telecommunication and/or water industries
- Ability to interpret statues, Commission rules and regulations
- Ability to explain complex accounting and regulatory concepts clearly and concisely
- Experience writing formal reports for external distribution
- Experience managing and conducting research and investigations and performing complex analyses related to regulatory accounting, financial evaluations and other related financial issues.
- Variety of experiences working effectively with others from different backgrounds and cultures.
