- Salary Range: $35.43 - $52.53 / hourly; $73,977 - $109,682 / annually

Job Summary
The Public Utilities Commission (PUC) is hiring their next Financial Analyst 4. This position acts as lead worker and provides financial, accounting and other technical analysis and interpretation of complex gas and electric utility regulatory matters and other energy-related issues for the Minnesota Public Utilities Commission.
Job Duties:
- To serve as case manager or lead technical staff on complex financial and accounting issues or other issues as assigned in public utility rate cases.
- Lead the evaluation and analysis of complex miscellaneous rate, tariff, and service filings by utilities.
- Coordinate and execute miscellaneous technical projects relating to energy policy, rate regulation or other regulatory matters as assigned by the Financial Analysis Unit Supervisor.

This career opportunity is based at the PUC offices in St. Paul, MN and is not available for full-time remote work. Candidates must be available to appear for briefings and hearings in St. Paul, MN. This position will be required to work onsite or in-pers
Minimum Qualifications
Four (4) years of relevant work experience in accounting, finance or economics performing analysis, exercising judgment, and applied knowledge in auditing, corporate accounting or utility regulation.
*Master’s degree in Accounting, Economics, Business or a closely related field may substitute for 18 months of experience.
*Bachelor’s degree in the above areas may substitute for one year of experience.
Applicants who meet the above education/experience requirement will be further evaluated on the following:
- Strong knowledge of Generally Accepted Accounting Principles (GAAP) and basic economic, statistical, and financial principles.
- Strong written and oral communications skills sufficient to explain complex accounting and regulatory concepts and issues clearly and concisely.
Preferred Qualifications
- Master’s degree in Accounting, Economics, Business or a closely related field
- Six (6) years of relevant work experience in accounting, finance or economics performing analysis, exercising judgment, and applied knowledge in auditing, corporate accounting or utility regulation.
- Strong knowledge of regulatory policies and procedures in Minnesota and/or other state and federal jurisdictions
- In depth understanding of the electric, natural gas, telecommunication and/or water industries
- Ability to interpret statues, Commission rules and regulations
- Ability to explain complex accounting and regulatory concepts clearly and concisely
- Experience writing formal reports for external distribution
- Experience managing and conducting research and investigations and performing complex analyses related to regulatory accounting, financial evaluations and other related financial issues.
- Experience leading teams and reviewing the work of colleagues to prepare, organize and disseminate information
- Accounting certification (e.g., CPA, CMA, CIA)
- Variety of experiences working effectively with others from different backgrounds and cultures.
