Minnesota welcomes a new PACE program!

May 2026

Hear Ye! Hear Ye! The Upper Minnesota Valley Regional Development Commission (UMVRDC) Property Assessed Clean Energy Revolving Loan Fund or “PACE RLF” offers eligible commercial property owners financing for energy improvements. Property owners repay their PACE loan through an assessment levied against their property which is payable in semi‐annual installments on their property tax bills.

A tool to reduce energy costs

Map of regionEligible properties located within Big Stone, Chippewa, Lac qui Parle, Swift, and Yellow Medicine Counties just got another tool in their toolbox to reduce energy costs. They can apply to the UMVRDC Property Assessed Clean Energy Revolving Loan Fund or “PACE RLF” for projects that show a net reduction in energy consumption or greenhouse gas emissions.

“PACE is transformational for Main Street businesses,” says Peter Lindstrom, CERTs manager of public sector and community engagement. “It removes upfront cost barriers, enabling property owners and communities to invest in energy efficiency and renewables without sacrificing financial flexibility."

Eligible projects include: rooftops, building envelopes, windows, solar, HVAC (including geothermal), water conservation, boilers and chillers, lighting, refrigeration, compressed air, and electric vehicle chargers.

“The UMVRDC is excited to offer PACE financing as a new way for businesses in our region to make energy improvements that lower their utility costs and free up capital for other priorities,” says Dawn Hegland, UMVRDC executive cirector. “PACE integrates well with our existing lending programs and provides another valuable tool to support property reinvestment across our communities.”

“PACE is transformational for Main Street businesses. It removes upfront cost barriers, enabling property owners and communities to invest in energy efficiency and renewables without sacrificing financial flexibility."
