CEE launched the Efficient Technologies Accelerator (ETA) Program in 2023, with committed and growing funding from the State of Minnesota and its utilities. This program accelerates and rapidly scales the development and adoption of emerging energy efficiency and decarbonization technologies, including workforce efforts. The Technical Data Analyst may support projects across the organization but will primarily work with the ETA team at CEE. 

The Technical Data Analyst will report to the Senior Manager of Regulatory Policy and Forecasting and will be part of the ETA team.

Primary Duties

We are seeking a driven person that is motivated by our mission to discover and deploy the most effective strategies that reduce energy and carbon emissions. This person will join our Market Transformation Team at CEE and be highly organized in their approach to work. The Market Transformation Team is responsible for scoping, designing, and implementing a portfolio of emerging technology initiatives, to accelerate the adoption of new energy efficient technologies in Minnesota.

The Technical Data Analyst will be responsible for developing data intake and organization processes and managing the wrangling of large data sets. The analyst will support the calculation of the energy savings for each market transformation initiative, as well as tracking progress and forecasting trends.

The ideal candidate will have a passion for creating and managing data pipelines. They will be able to develop data intake processes and collaborate with the Market Transformation team to develop and implement methods to forecast sales trends for the state of Minnesota. They will have a team-oriented approach, be agile, and goal oriented as they implement data cleaning, validation, and a variety of other tasks needed to support the Market Transformation team. Responsibilities

  • Help develop and implement the team’s overall data architecture strategy.
  • Develop processes for managing datasets provided by external partners.
  • Write scripts using python/R or other programming languages to clean and enrich data.
  • Design repeatable processes to combine raw or unstructured data from multiple sources into clean, searchable data sets housed in relational databases.
  • Build and maintain simple data models.
  • Implement data validation and QA/QC processes to ensure integrity of datasets.
  • Collect, organize, analyze, and visualize program and energy data.
  • Use modeling tools and/or software to estimate annual sales and energy use of energy efficient technologies. Maintain and iterate on existing tools to improve functionality.
  • Create documentation for databases and processes such as schema diagrams, workflows, data dictionaries.
  • Teach teammates how to use software programs to query and visualize data.
  • Partner with Market and Data Analysts to build solutions to inform analysis, reporting and insights.
  • Facilitate conversations with cross functional teams to understand reporting, data intake, and data cleaning needs; build queries and views to support these needs.
  • Coordinate with IT staff to ensure infrastructure and performance needs are met.
  • Coordinate with Senior Management, IT staff, and external partners to ensure data security protocols are properly implemented.

Experience

Qualifications

  • Bachelor’s degree in computer science, information systems, data analytics, or similar field. Bachelor’s degree may be replaced by equivalent years of experience in a relevant field.
  • Minimum 2-4 years’ experience with Python and SQL processing data.
  • Minimum 2-4 years’ experience building a database in SQL.
  • Experience with PostgreSQL, Microsoft Azure, Power BI, Tableau, and R a plus.
  • Experience organizing large data sets with limited guidance.
  • Basic knowledge or interest in energy efficiency and decarbonization a plus.
  • Basic knowledge of Data Engineering a plus.
  • Excellent written and verbal communication, and interpersonal skills.
  • Exceptional ability to craft clear and compelling deliverables.
  • Ability to work effectively in cross-functional teams and on a variety of tasks.
  • Exceptional organization and time management skills and the ability to prioritize.
