Primary Duties

Job Summary

Hybrid work schedule available, up to 50% telework depending on business needs.  Telework can be outside of the state of Minnesota if the candidate lives in a state bordering Minnesota and lives 50 miles or less from the primary work location.  Primary work location will be the Golden Rule Building in St. Paul.

This position directs and oversees the program management and administrative functions of the Federal Low-Income Weatherization Assistance Program (WAP).  In partnership with the Technical Proficiency Supervisor, this position is directly responsible for implementing the program on a statewide basis and ensuring compliance with State and Federal legal requirements.  It is responsible for the supervision of key Department of Commerce staff in the analysis and evaluation of local service providers across the State of Minnesota with priority on ensuring the proper use of federal taxpayer dollars in order to prevent waste, fraud, and abuse.  This position designs and implements operational policies, measures results of the local and state program efforts, advises on development of legislation, and is responsible for identifying, soliciting, and maintaining a statewide system of both local service providers and electronic reporting coordination to effectively deliver all programs under its purview.

Minimum Qualifications

Five (5) years of experience performing analysis, exercising judgment, and providing leadership that includes:

  • Experience coordinating a grant program.  
  • Demonstrated supervisory or leadership experience, organizational and interpersonal skills to direct, develop and engage staff. 

Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI), or comparable leadership program. 

A Bachelor's degree in Public Administration, Business Administration, Communications, or related field is equivalent to one (1) year of experience.

An Advanced degree in Public Administration, Business Administration, Communications, or related field is equivalent to eighteen (18) months of experience.

Applicants who meet the above education/experience requirements will be further evaluated based on the following:

  • Experience in program policy development and compliance monitoring to ensure adherence to applicable laws and regulations, with the ability to prioritize responsibilities, manage multiple tasks and deadlines, and work independently.
  • Experience in budget development and management, including preparing, analyzing, and overseeing expenditures.
  • Experience communicating complex information clearly and effectively in both verbal and written formats to stakeholders with varying levels of subject matter expertise.
  • Experience effectively interacting and collaborating on multidisciplinary teams with individuals from diverse cultural backgrounds.  
  • Ability to interpret and analyze federal and/or state laws as well as department and division policies.

Preferred Qualifications

  • Formal supervisory experience of professional staff: performing duties such as staff development, setting goals and priorities, employee onboarding/training, performance reviews, etc.
  • Completion of a leadership program. E.g. Emerging Leaders Institute, Strategic Effectiveness for Aspiring Leaders, or comparable leadership program.  
  • Experience working directly with income-eligible households or within a program serving income-eligible households.
  • Knowledge of current state and federal requirements related to the low-income Weatherization Assistance Program. 

Physical Requirements

Requires occasional moving of articles such as boxes and laptop computer.
