Primary Duties

Job Summary

Hybrid work schedule available, up to 50% telework depending on business needs.  Telework can be outside of the state of Minnesota if the candidate lives in a state bordering Minnesota and lives 50 miles or less from the primary work location.  Primary work location will be the Golden Rule Building in St. Paul.

The Minnesota Department of Commerce is transforming how it delivers the Weatherization Assistance Program (WAP) — and we are looking for a passionate, curious Product Manager to help us do it. This is not a role where you inherit a mature product and maintain the status quo. This is a ground-floor opportunity to introduce product management as a discipline to a program that is ready for it, build a roadmap from scratch, and shape how a mission-critical program serves Minnesotans for years to come.

The Weatherization Assistance Program helps low-income households reduce energy costs through home energy efficiency improvements. It is federally and state funded; state administered and directly impacts the lives of thousands of Minnesotans. 

This position will be responsible for the following work tasks:

  • Direct stakeholder and technical product management activities for digital products related to WAP. 
  • Represents WAP program and agency leadership in technology decisions and approval of configured, procured, or developed functionality. 
  • Manage and provide work direction to IT vendor(s), State technology experts, Commerce subject matter experts, and external service providers.
  • Authorizes and manages system specifications, quality control, and training activities for WAP technology products. 
  • Manages and implements WAP product communication plans, customer satisfaction measurement, and interaction with users. 
  • Contributes to the development of Commerce's long-term technology plan.
Experience

Qualifications

Minimum Qualifications

Four (4) years of experience performing analysis, exercising judgment, and relying on knowledge in guiding business participants through building requirements using technology products.

Applicants who meet the above experience requirement will be further evaluated based on the following: 

  • Experience working as part of a product team in a government or highly regulated environment.
  • Experience working in an Agile/Scrum (or equivalent) environment, including end-to-end delivery, backlog management, and sprint planning in complex environments.
  • Experience writing user stories, acceptance criteria, and product documentation.

Preferred Qualifications

  • Experience working as a product manager or product owner in a government or highly regulated environment.
  • Experience testing IT solutions for accessibility compliance (i.e., WCAG).
  • Experience working with IT vendors, developers, and architects.
  • Experience using data and feedback to set priorities, spot risks and opportunities, and recommend next steps.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
