Meet John Howard SE CERT Steering Committee Member

John Howard recalls when St. Olaf College was first installing its wind turbine on campus in 2006. As a student studying in the environmental field at the time, seeing the process firsthand confirmed that renewable energy was a career he wanted to pursue.

Now he serves on the Southeast CERT Steering Committee and is the City of Winona’s Natural Resources Sustainability Coordinator.

After graduating from St. Olaf, John delved into energy work.

For a few years he did environmental consulting for an engineering firm that oversaw regulatory compliance. This included wind energy projects – a connection to his undergraduate experience, which excited him. Rather than watching the building of a wind turbine from afar, John learned about the regulatory process of how to build the wind farm.

His experience at the firm led him back to school, and he studied environmental policy at the Humphrey School of Public Affairs.

Shortly after completing his degree John began his job at the City of Winona.

He has overseen many projects in Winona since starting his position. The first big project he undertook was signing the city up for community solar. After signing up, the city is credited on utility bills as paying for the installation and maintenance of a solar farm. While the farm is not directly in the city, it feeds into the local power grid and offsets dependence on fossil fuel energy. John reflects that seeing what was available made them think, “we’d better act while those farms that are in operation are taking customers.” Now 40% of Winona’s municipal government electricity is credited through community solar farms.

CERTs has helped Winona with everything from performing an energy blitz in the downtown to providing information on energy topics.

In his time at Winona, the project that left the strongest impression on John was a collaborative effort of Home Energy Squad visits for people with low income. During visits, they completed energy audits, provided equipment such as faucet aerators, and executed services including water heater tune-ups at no cost. Winona County, CERTs, and the Jefferson Center for Democracy all pitched in to support the home visits through funding, pilot programming, and implementation. By the end of the project, they reached 140 residences to help them save energy. John feels that this project continues to be one of the most successful for Winona due to its large impact.

John emphasizes that energy work is critical, and “energy production has a really high environmental footprint. Greenhouse gas emissions are one, water usage is another, resource extraction is a third, and air pollution from burning fossil fuels too have a lot of impacts in localized settings.” His desire to reduce those impacts and to limit climate change led to his focus on clean energy.

Looking to the future, the City of Winona is making progress towards finalizing a sustainability plan. Additionally, they are advancing electric vehicle initiatives and infrastructure, and exploring upcoming Minnesota Pollution Control Agency grants.
